LGBTQIA+ and marginalized communities face significant barriers to accessing employment, particularly in Syria and across the MENA region. Conflict, displacement, discrimination, limited mobility, and unsafe workplaces can make traditional employment inaccessible.

Following community needs assessments and consultations, GEM developed an innovative approach to economic empowerment: helping LGBTQIA+ and marginalized, underserved people safely access the global digital job market from anywhere in the world, including remote and excluded areas, through remote work, technology, AI, professional development, and start-up support.

 

AI as a Tool for Economic Empowerment

Bringing the opportunities of AI to communities too often excluded from technological transformation.

AI is changing how people learn, work, communicate, and access economic opportunities. GEM believes LGBTQIA+ communities in conflict-affected and marginalized environments should not be left behind.

AI was integrated into the program as a practical professional tool. Participants learned how to use AI to strengthen productivity, develop content, improve professional communication, support their work, and navigate the digital economy—while adapting these tools to their own skills, professions, and local realities.

For GEM, technology inclusion means ensuring innovation reaches communities facing the greatest barriers to opportunity.

Safety Designed Into Learning

What happens when joining a training itself could put someone at risk?

For LGBTQIA+ people living in high-risk environments, traditional live online training can expose identities, voices, locations, or connections with other LGBTQIA+ people. In developing the program, GEM recognized that a conventional training model could itself create security risks.

So we redesigned the model around safety, privacy, flexibility, and sustainability.

After six months of development, GEM created GEM Learning, an interactive e-learning platform where participants can learn independently without revealing their identities to one another, while still receiving trainer support, assignments, assessments, progress tracking, and certification.

The platform was also developed with scalability and sustainability in mind. Rather than repeatedly delivering resource-intensive live training to small groups, the digital infrastructure can onboard hundreds—and potentially thousands—of participants over time with relatively limited additional resources.

What began as a solution to a security challenge therefore became sustainable digital infrastructure that can continue serving new cohorts and communities beyond a single project or funding cycle.

From Learning to Livelihood

Training is only the beginning.

After completing the learning journey, GEM supports participants in moving toward actual employment through mentorship, professional profiles, access to online opportunities, and continued guidance.

Where resources allow, participants also receive small livelihood start-up grants to purchase devices, equipment, or other essential tools needed to begin their professional journey online.

A Global Market. Local Opportunity.

Remote work can transform geography from a barrier into an opportunity.

Many participants live in contexts where local wages are low and employment opportunities are limited. The digital economy enables them to offer their skills and services within a global marketplace, while the income they generate can have significantly greater value within their local economies.

For LGBTQIA+ people who may also experience discrimination or security risks in traditional workplaces, remote work can provide greater privacy, flexibility, geographic independence, and access to opportunities beyond their immediate environment.

Economic independence can also be a form of protection.

Learning Differently

We wanted professional development to feel human.

Short videos. Interactive quizzes. Practical challenges. Humor. Individual trainer feedback. Self-paced learning. AI-supported tools. Secure communication.

Participants didn’t simply learn about remote work. They developed CVs and cover letters, created professional profiles, practiced accessing freelance platforms, explored AI-assisted work, learned digital security and financial management, and prepared themselves for the realities of the global digital workplace.

 

The Opportunity

A Model Built to Grow

The barriers facing LGBTQIA+ communities are not limited to one country. Neither is digital opportunity.

What began as a solution to a security challenge has developed into reusable and scalable digital learning infrastructure that can support future cohorts and expand to new communities without rebuilding the program from the beginning.

Through GEM Learning, the model has the potential to onboard hundreds and eventually thousands of learners, allowing GEM to expand access while keeping the additional resources required for each new cohort relatively limited.

GEM sees this model as adaptable across the MENA region and internationally, particularly in contexts where LGBTQIA+ and other marginalized communities face barriers to traditional employment and professional development.

By combining AI + Technology + Skills + Safety + Human Support, GEM is building pathways not only to employment, but to greater economic independence, dignity, and resilience.

Technology should not widen inequality. It should help us overcome it.
